No, is really german.something (.kbd is optional so you tested only
one keyboard, others are [swiss]german.{iso.acc|cp850}[.kbd]

# grep ^keymap /etc/defaults/rc.conf 
keymap="NO"    # keymap in /usr/share/syscons/keymaps/* (or NO).

See "german" example in /usr/share/syscons/keymaps/INDEX.keymaps:
# grep "german.*:en:" /usr/share/syscons/keymaps/INDEX.keymaps

Do you know that you may load the keyboard map file from a menu
driven command, kbdmap(1)?  Have you tryed?  What happens?


PS: Maybe you forgot to load fonts?
